Defense and security education là một hệ thống giáo dục và đào tạo về quốc phòng và an ninh. Chương trình này cung cấp kiến thức, kỹ năng và năng lực cần thiết để đào tạo và phát triển các chuyên gia trong lĩnh vực quốc phòng và an ninh. Nó bao gồm việc đào tạo về chiến lược, chiến thuật, kỹ thuật, công nghệ, luật pháp, quản lý và các vấn đề liên quan đến quốc phòng và an ninh. Kết quả nghiên cứu thực trạng đội ngũ cán bộ quản lý sinh viên của Trung tâm Giáo dục Quốc phòng và an ninh Trường Đại học Tây Nguyên cho thấy, công tác tổ chức và sử dụng cán bộ quản lý sinh viên hiện nay chưa phù hợp với các quy định trong văn bản quy phạm pháp luật và chưa đảm bảo tính khoa học trong tổ chức thực hiện. Thực tế trên dẫn đến công tác quản lý sinh viên trong các khoá học Giáo dục Quốc phòng và an ninh chưa được chặt chẽ, tiềm ẩn nhiều yếu tố thuận lợi hình thành các vi phạm kỷ luật của sinh viên. Để khắc phục thực trạng trên, các giải pháp cần được tiến hành là: đảm bảo cơ sở pháp lý cho công tác tổ chức quản lý sinh viên; đảm bảo số lượng, chất lượng đội ngũ cán bộ quản lý sinh viên và cải tiến mô hình quản lý sinh viên hiện nay với hạt nhân là đội ngũ cán bộ quản lý trực tiếp sinh viên trong các khoá học Giáo dục Quốc phòng và an ninh.

Giáo dục quốc phòng an ninh là môn học đặc thù trong các nhà trường bậc đại học và giáo dục chuyên nghiệp; môn học có ý nghĩa hết sức quan trọng, nhằm nâng cao nhận thức, ý thức, trách nhiệm cho thế hệ trẻ đối với nhiệm vụ bảo vệ Tổ quốc. National defense and security education is a strategic guideline of our Party and State. In the recent years, under the leadership and direction of the Central Military Commission, the Ministry of National Defense and the Central Council for National Defense and Security Education, Political Academy has thoroughly grasped and organized 115 courses of fostering national defense and security knowledge for 7.911 cadres at agency and department levels and equivalents of Central and Ministerial agencies and sectors, contributing to affirming the position, prestige and quality in the field training of the Academy. In the time to come, in order to fulfill the task of national defense and security education, Political Academy needs to continuously strengthen the leadership and direction of the Academy Party Committee and Board of Directors, and Party committees and commanders at all levels for the task of national defense and security education; always stick to reality, enhance the reform of teaching content and methods; properly perform work of management and investment in infrastructure, teaching equipment and aids, together with building a healthy and substantive educational environment.

Over the years, under the leadership of the Party, the work of national defense and security education has achieved positive results; however, there are still limitations and inadequacies that need to be addressed. By studying the current situation of national defense and security education in recent years, we propose a number of solutions to strengthen the Party's leadership in current defense and security education. Faced with the strong impact of the Fourth Industrial Revolution, thoroughly grasping the view of the Resolution of the 13th Party Congress on education, training, and national defense and security education for different subjects that need to be comprehensive renovation with synchronous and drastic solutions, in which strengthening the leadership of the Party is a decisive factor.

National defense and security education for students at universities plays an especially important role in the cause of building the all-people national defense, associated with the people's security posture and firmly defending the country. However, the actual management of this task in universities is still limited, so the quality and effectiveness have not met the expectations of the management levels. One of the reasons for that quality is due to the low efficiency of task performance by managers at all levels, the lack of appropriate and scientific solutions. Therefore, the article focuses on clarifying the concept and management characteristics of National defense and security education for students, thereby offering appropriate solutions, contributing to helping subjects overcome inadequacies, improving management efficiency in performing the task of National defense and security education for students at universities today, which is absolutely necessary.

National defense and security education at military schools is a very necessary and strategically significant job, an important part of the national education system. Improving the quality of national defense and security education must start from improving the teaching competence of lecturers and teachers. The research shows that the teaching competence of the teaching staff of National Defense - Security Education at military schools basically meets the requirements and objectives of National Defense - Security Education; it also pointed out the limitations and weaknesses in the teaching competence of this team. From there, the study proposes solutions to overcome the limitations, in order to improve the teaching competence of lecturers and teachers of National Defense - Security Education at military schools in the context of educational innovation and the Fourth Industrial Revolution.

Under the multi-dimensional impact of the 4th industrial revolution and the strong trend of digital transformation worldwide, the field of education and training in Vietnam has been transformed significantly in recent years. First of all, the renovation of curricula and textbooks, orienting to change the teaching perspective, shifting from the teaching approach the content to the approach to quality and competence with the goal of training human resources with all the qualities and competences to become a global citizen. The teacher teaching the subject of National Defense and Security Education is also affected by the above context. The article focuses on analyzing some theoretical bases in training teachers of National Defense and Security Education in particular and National Defense and Security Education in general. At the same time, by the method of case study, clarifying the reality of training teachers of national defense and security education in the direction of quality and competence development at Ho Chi Minh City University of Education. Thereby, the author proposes a number of measures to contribute to improving the effectiveness of training teachers of National Defense and Security Education in the direction of developing quality and competence, building a premise to continue developing this research direction in educational institutions throughout the country.

In recent years, thanks to the drastic leadership and directions of Party committees, authorities, heads of agencies, organizations and councils of National defense and security education at all levels, the work of national defense and security education has gained positive results. Facing requirements of the cause of Homeland building and safeguarding nowadays, it is required to continue to improve quality and effectiveness of national defense and security education through comprehensive and synchronous implementation of essential solutions.
